In ArcGIS Pro, the Feature To Polygon tool shifts the output polygon when no spatial reference is used.

The case has been tested in ArcGIS Pro 3.2. The output of Feature To Polygon using user's input C1_Guide-Polyline is consistent with Polygon_3_2. Polygon_3_2 appears shifted from Polygon_3_0 in ArcGIS Pro 3.0. However, the shift measures 0 unknown unit, hence, it's smaller than the data's XY Tolerance and can be ignored. Polygon_3_2 has consistent geometry with the input C1_Guide-Polyline. This is correct and expected. The CAD data is in Unknown coordinate system. The best practice is to project the data before doing any spatial analysis/processing. As the ArcGIS Pro 3.2 result is correct, continue using ArcGIS Pro 3.2.
