Additional Information

The Maplex Label Engine has a 'Remove extra spaces' option on the Labeling tab. Uncheck this option, and the spaces display. Refer to the documentation for more information: https://pro.arcgis.com/en/pro-app/latest/help/mapping/text/specify-text-for-labels.htm
