Bug
In ArcGIS Pro, the Delete Rows tool deletes only around 500,000 records in a large shapefile, and fails with Error 999999.

Workaround
- Execute the Delete Rows tool on the shapefile exported as a feature class.
- Split the shapefile with a large number of records to have less than 500,000 records.
