In ArcGIS Pro, the Create Vector Tile Package tool does not honor the ArcGIS_Online_Bing_Maps_Google_Maps scale level in the Tiling Schemes folder.

Additional Information
Use the checkbox for ArcGIS Online, Bing Maps, or Google Maps, or create a vector tile index for other coordinate systems. The tiling schemes in the ArcGIS Pro resources folder are designed for 256px raster tiles. Since vector tiles are 512px, using a raster tiling scheme is not recommended, as it will be off by one level of detail (LOD).Steps to Reproduce
