In ArcGIS Pro, the 'Apply to fill and outline' option under the Graduated Colors color scheme is not honored unless the number of classes is changed.

This behavior is expected. The option for 'Apply to fill and outline' first applies a solid fill to the symbology, but switches to hatched after one of a few changes are made. - Right-click a feature layer and select Graduated Colors from the Primary Symbology drop-down menu.
- Click Color scheme options and select Apply to fill and outline.
- Select a different option in the Classes drop-down menu. The Apply to fill and outline option is displayed.
