Bug
In ArcGIS Pro, symbolizing a feature layer with unique values and two text fields only creates one symbol category, although there are two different value combinations when NULL values are involved. For example '<NULL>, Blue' and 'Blue,<NULL>'.

Duplicate of BUG-000122186: This bug is scheduled to be fixed in a future release of ArcGIS Pro.Workaround
