In ArcGIS Pro, some tools with extensions that are not licensed do not show the lock symbol.

Additional Information
Some tools require a complex license check to determine if they are licensed. These tools cannot get a lock icon displayed before the tool opens, as it is too time consuming to run the logic for all of the tools to determine the icon state. A full license check occurs when the tool is opened and is blocked if the tool is not licensed. The conditions of licensing are covered in the tool reference page.Steps to Reproduce
