There is a disconnection in the roads at the location of the gap reported so it is not considered a continuous road. If the disconnection in the road is fixed, the feature is kept. If the Thin Road Network tool is run with a reference scale, it identifies false dead ends, which are the unconnected segment that appears visually connected when symbolized at the final map scale. This can help identify these types of data errors. To minimize the number of false positives, run the tool at a small scale using a scale 2000 times larger than the gap to be identified. For example, to identify a 0.10-meter gap, run the tool with a reference scale of 200 meters in the tool environment.
