Additional Information
This bug is not being considered within the context of the ArcGIS Pro Classic metadata editor. It has been resolved in the ArcGIS Metadata Editor, which is used throughout the ArcGIS platform, including in ArcGIS Pro starting from version 3.5.
The All Metadata tab provides access to an item's fields in the Attributes and Data Dictionary section. The list of fields appears almost immediately, typically within one second, after the Data Dictionary section is expanded in the first column. When an attribute containing a large number of enumerated domain values is selected, a short delay of approximately two to three seconds may occur before all domain values are displayed. This behavior is expected because many controls must be created on the HTML page to present the complete information for the selected field.
Workaround
Use the Federal Geographic Data Committee (FGDC) Metadata Editor for ArcGIS 10. Refer to this blog: https://blogs.esri.com/esri/arcgis/2010/06/25/fgdc-metadata-editor-for-arcgis-10/ for more information.
