In ArcGIS Pro, legends are not updated for closed layouts when new layers are added to the map frame, even though the 'Synchronize with map' option for New Layer is enabled in the Legend properties.

Workaround

Remove and re-add the layer to the map while the layout is open.ORIn the Contents pane for the layout, drag and drop the new layer from the map frame to the legend.
