Layer is identified to have an issue is Mature Support. New version of the layer is available at https://www.arcgis.com/home/item.html?id=80b683b0c70a4bf8ba9e916b8786dd0aWorkaround
When timing out, the only work around is to select all, and when the Selected Features count in the lower right hand corner of the Map shows all selected features, pause the drawing. You can then export the the layer to a file geodatabase and run geoprocessing tools on local data.
