In ArcGIS Pro, if transparency is set on a hosted feature layer and the basemap is disabled, the ‘Clip the outline of features’ option is not honored when the layout is exported to PDF.

Workaround
In the map frame, do not disable the basemap or set transparency on a feature layer.
