In ArcGIS Pro, if the computer's language settings are set to denote the decimal symbol as a comma and the digit grouping symbol as a space, the Hillshade, Shaded Relief, and Slope options are missing from the Surface tab in the Raster Function pane.

Workaround

Change the 'Region and Language' settings in Control Panel to show a decimal symbol of a period, and a digit grouping symbol of a comma. Apply these changes, and open the Raster Function pane in ArcGIS Pro. All five options appears.
