In ArcGIS Pro, generating vector tiles using the Generate Map Server Cache Tiling Scheme tool creates a tiling scheme file that displays the error message, "002857: The root tile must overlap the data sufficiently for features to draw."

A custom tiling scheme can be used if its tile size is 512x512, its scales double in progression through levels, and the scale defined at level of detail zero covers the extent of the users' data.Steps to Reproduce
