In ArcGIS Pro (and ArcMap 10.5.1), when the hatched fill symbol (line fill symbols in ArcMap) is used and then the map frame is rotated, the symbolized lines move to match the rotation of the map frame. The symbology in the Legend does not rotate to match that of the symbology actually used in the map frame.

The symbols used by the legend are the same symbols defined for the layer. The legend symbol displays the symbology as authored. They are not designed to update. For example, they are not designed to change based on changes to the map. Currently, we have no plans on providing this functionality. In order to get hatch symbols in a legend swatch/patch to match the symbol you see in the rotated map you will need to create your own swatch/patch graphic, or you can convert the legend to graphics and manually adjust the angle of the hatch line symbols.
