This issue is addressed in ArcGIS Pro 3.7.Workaround
Use the <image name>.txt file to ingest the images. Refer to https://pro.arcgis.com/en/pro-app/latest/help/data/imagery/create-a-reality-mapping-workspace-from-data-stored-in-the-cloud.htm#ESRI_SECTION1_233C72F451624E2DA530329EAED98B2D for the workflow. The only difference in the workflow is the client images are coming from the local disk instead of the cloud.
