In ArcGIS Pro, add the ability to use the 'Target layer' drop-down menu on the Graphics tab in the Quick Access Toolbar. This option is available, but it is grayed out after a restart of the program.

Workaround

1. Click the arrow beside the end of the toolbar and click More Commands.

2. Click 'Target layer' from the list on the right and click Remove in the center. This removes the option from the Quick Access Toolbar.

3. Restart ArcGIS Pro completely and the different graphics layers can be selected using the Graphics tab as done before. 

Steps to Reproduce
