This issue is not reproducible. Please upgrade to the latest version of ArcGIS Pro.Workaround
- Downgrade to ArcGIS Pro 2.9.0, 2.9.1, or 2.9.2.
- Remove the utility network layer and the contained dirty areas sublayer from the map.
