Bug
In ArcGIS Pro 3.5.2 licensed via ArcGIS Enterprise Portal (11.4 or 11.5), tools from the Aviation Airports Utility Tools.pyt (Aviation Airports product data) fail to execute with a "Tool is not licensed." error, and tools within the Aviation toolbox appear locked (but working), despite the Aviation Airports extension being assigned.

Use ArcGIS Pro 3.4 with the Aviation Airports extension and product data licensed via the ArcGIS Enterprise portal to avoid this licensing issue.
