Bug
In ArcGIS Pro 3.5, running the Enable Network Topology tool with the Only Generate Errors advanced option enabled fails with error 160021 if dirty areas exist. These dirty areas remain uncleared even after the errors are corrected, blocking further runs without enabling topology.

This issue is addressed in ArcGIS Pro 3.6 and 3.5.3.Workaround
The only way to clear the dirty area is to run the tool without the 'Only generate errors' option enabled, thereby enabling the topology.
