The behavior described is correct. ArcGIS Pro has special behavior when editing features that participate in a network dataset to ensure proper connectivity among the edited features. The rules for this behavior are described in https://pro.arcgis.com/en/pro-app/latest/help/analysis/networks/network-dataset-street-editing.htm. With the End Point connectivity, the features are split to ensure they connect at the location where the new feature intersects the existing feature. If they are not split, the features do not connect. With the Any Vertex connectivity, the features are not split, but a vertex is added to ensure connectivity.
