Changes were made in ArcGIS 3.3 to start supporting full-text search capability. If the SYSIBMTS.TSINDEXES table does not exist, it is not supposed to halt all operations. The issue is that there is no hard dependency on text search being enabled. There is no current workaround other than checking if Db2 Text Search is configured and the database is enabled for it.
