The Create Territory Solution tool is working as designed. Auto-filling with a default value is a standard geoprocessing tool user interface (UI) feature. The tool interface shows the user which value to use for this optional parameter. The parameter is optional because Create Territory Solution has the ability to not use a field from the input dataset and generate names automatically. Initially, the tool used only the Name Field by default, but it was corrected in ArcGIS Pro 3.3 to also use an ID and ObjectID field by default. Thus, now users cannot leave this field empty because any base dataset has an ObjectID field. The Create Territory Solution tool creates a new territory solution with two levels (territory and base) and loads attribute values (ID and Name) from the Input Features layer to uniquely identify the features in the base layer. The Create Territory Solution tool is not designed to create a solution without levels. As an additional note, when using the Python window or scripts, users can omit optional parameters.
