This issue is addressed in ArcGIS Pro 3.4 and 3.3.3Workaround
Once published, contact the system administrator to manually modify and copy all required files into the arcgisinput directory of the geoprocessing service. Alternatively, downgrade to ArcGIS Pro 3.2.
