Additional Information

This issue is non-reproducible. 1. Open ArcGIS Pro 'Options'. With ArcGIS Pro options opened, select on the main menu, click Project and click Options. Another method is when opening ArcGIS Pro from Start menu, select 'Settings and select 'Options'. 2. Select Map and Scene. 3. Under Add Layers and Tables, click Layer visibility, ensure to check Make newly added layers visible by default.
