This issue is fixed in ArcGIS Pro 3.4, 3.3.2, and 3.2.4.Workaround
In ArcGIS Pro 3.2, ensure the database has at least one table with the geography data type. In addition, grant the connecting user the 'SELECT' privilege on any table with the geography data type if the user is a non-data owner.
