This issue is addressed in ArcGIS Pro 3.3.Workaround
- Downgrade to ArcGIS Pro 3.1.x.
- Switch the fields in the Category or Date and Split by parameters. Refer to https://community.esri.com/t5/arcgis-pro-questions/scatter-plot-not-working-when-split-by-variable/td-p/1234352.
