This issue describes the expected behavior if an ArcGIS Pro project is stored in OneDrive.
Based on this technical article, https://support.esri.com/en/technical-article/000025605, it is stated that "ArcGIS Pro does not currently support the use of cloud storage services such as OneDrive and Google Drive, unless otherwise stated in the ArcGIS Pro user interface or documentation about specific tools and functionality.", and the documentation does not state that ArcGIS Pro projects stored in OneDrive are supported.
The methods that are used to create the project thumbnail are designed to not perform their tasks if the data or project they are operating on are stored in OneDrive. This means that if a project is stored in OneDrive, those functions do not generate a thumbnail for the project, even if ArcGIS Pro is configured to do so.
Workaround
Do not save the project in Microsoft OneDrive folder.
