In ArcGIS Pro 3.1, file geodatabase connections on network drives do not get copied but are referenced when saving the project as a project template.

Additional Information
This issue is addressed in ArcGIS Pro 3.6.Workaround
Check the 'Share outside of organization' option in the Create Project Template pane. However, this also removes all server connections.
