In ArcGIS Pro 3.0, the table frame in the layout correctly displays fields and values from a standalone table based on a CSV file.Workaround
Convert the CSV file to an XLS or XLSX file format in Microsoft Excel. In ArcGIS Pro, use the Excel to Table (Conversion Tool) to convert the Microsoft Excel file to a dBASE table.
