In ArcGIS Pro 2.9.2, the ArcPy Mapframe.panToExtent() method changes both Extend and Scale instead of only changing Extent as documented on the Help site.

Internally, there are attempts to reproduce this issue with the provided data as well as internal data. Additionally, this is tested on multiple versions of ArcGIS Pro: 2.9, 2.9.2, 2.9.4, 3.0 (and even non-released 3.1).Workaround
Publish the tool as a geoprocessing service.
