In ArcGIS Pro 2.7.2, the Save To Layer File tool does not honor the Store Relative Path setting when the data source is from a GeoPackage data.

Additional Information
User cannot open the layer file and see the data path to determine if the layer is to be added with absolute or relative paths, there are additional flags. In the provided test case, if the layer file is saved in the same location as the database, and user move the database and layer file together, then add the layer file to a map. The layer data source references the new data location.Steps to Reproduce
