This is as designed. The tool is not meant to write all dynamic text.Workaround
Refer to ArcGIS Server: Share a print service web tool with custom layouts from ArcGIS Pro.
- Specify the title from the user interface as stated in step 1 until 4 under the 'Considerations when preparing your layouts' section in the ArcGIS Server help page.
- For other text element to overwrite, name it in a certain way as described in the help page.
