In ArcGIS Pro 2.3, when an extent indicator is created for a map in a layout and an attempt is made to change the labeling properties for a layer in another map, the ribbon automatically switches from Labeling to Layout.

Additional Information

Issue is no longer reproducible in next version (2.4). At 2.4, the ribbon updates as expected.
