Additional Information

When using Share As Web Map, the spatial reference of the map and basemap must match. When there is a mismatch, analyzer 230 will appear. A solution to this problem is to change the map's coordinate system to use the same as the basemap in the map properties window, or switch to a custom basemap in the desired spatial reference. Please refer to the help topic for the analyzer for more information. If you'd like to publish a web layer in a different spatial reference, use Share As Web Layer.

Workaround

Remove the basemap and select the option to share as 'Web Layer'.
