In ArcGIS Open Data, all the layers are shown in groups and the open data site if the ArcGIS Online item is created by adding the service URL to Map Viewer and saving the layer.

Additional Information

The observed behavior is a consequence of the fact that the ArcGIS Online Map Viewer is saving the entire service as an item.

Workaround

Add the ArcGIS Online item from the Content tab:Content > Add > From the Web.
