Bug
In ArcGIS Online, when creating a new map, the web map settings "By Layer function" defaults when having the web map open in another internet pane.

Additional Information
This is the expected behavior. The web map is being saved in step 14 does not have the layer settings, because it was opened prior to the settings being written out. To view the most recent web map, refresh the tab. Then, when click Save, the settings are persisted in the map viewer.Workaround
This can issue can be avoided by following the same steps but staying within the same web browser to make settings changes.
- Log in to ArcGIS Online
- Create a new Web Map from the Map tab on the ArcGIS Online Homepage
- Add Layer to Map
- Choose any available Hosted Feature Layer
- Save Web Map
- Navigate to the Web Map Settings
- Open Web Map item details (3 ellipses) from contents menu
- Navigate to Settings
- Choose Web Map
- In the Application Settings section click By Layer
- Choose Layer in Web Map
- Save settings
- Navigate back to the Web Map viewer note that the By Layer has been accepted
