In ArcGIS Online, users with a custom role that cannot create groups with any organizations members can still select 'Any organization members' when deciding who can join a group even though there is no privilege of creating one.

Workaround

If a user's member role does not allow to invite any organization members into the group, ensure that option is not selected when creating a group.
