In ArcGIS Online, users cannot apply changes to Editing on the Settings tab for a parent hosted feature layer to reflect in 'View Hosted Feature Layers' after the hosted feature layer views are created.

This is not a bug based on the described steps. When changing the capabilities of the parent layer such as editing, the views are not automatically updated. This is intentional to enable flexible workflows where the views of the data can be shared and have different editing capabilities.Workaround
Make changes to the parent hosted feature layer before creating the hosted feature layer views.
