Bug
In ArcGIS Online, users are unable to export a feature service as a file geodatabase (FGDB) when the feature service is exported as a FGDB, then republished back into ArcGIS Online from ArcGIS Pro.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.Workaround
Use the deleteFromDefinition operation to delete the GDB_ServiceItems table from the service. This allows exportation to take place.
