In ArcGIS Online, the Enrich Layer tool does not clip polygons to coastlines for larger enrichment areas when the 'Return output as bounding areas' parameter is checked.

This issue will be fixed in the ArcGIS Online October 2023 release.Workaround
Run the Generate Travel Areas tool on the point, then the Enrich Layers tool on the resulting polygon layer.
