Additional Information

Before the 10.2 version of ArcGIS Online, the KML items created by uploading KML/KMZ (compressed version of KML) files did not have an upload button. The functionality has been updated to have the download button.

Workaround

To download the KML layer in ArcGIS Online created before the release of ArcGIS Online June 2022, refer to the following steps:

Copy the data source URL of the KML layer in the setting tab
Paste the URL in a different browser
Generate a token using the link: https://www.arcgis.com/sharing/generateToken?f=json&username=USERNAME&password=PASSWORD&referer=http://www.arcgis.com
Add the token number in the data source URL of the KML layer

Note:

To generate a token, Use the following link: https://www.arcgis.com/sharing/generateToken?f=json&username=USERNAME&password=PASSWORD&referer=http://www.arcgis.com
USERNAME: username of your ArcGIS Online account
PASSWORD: password for your ArcGIS Online account

To download the KML layer, add " ?token= 'token number' " after the data source URL
