In ArcGIS Online, the default web map extent set in the web map settings is not honored when the extent is changed and saved in the web map itself.

The web map and the item has an extent that is used for search. Changing the extent on the item does not update the web map stored extent called initialState which is what Map Viewer reads when opening the web map.Steps to Reproduce
