In ArcGIS Online, sharing to a group which is set to only allow group owners or managers to contribute does not allow group managers to contribute via the Item Details page.

Additional Information

Duplicate of BUG-000129870: If a group is configured for only owners or managers to contribute content, the managers are not able to share items to the group.

Workaround

In the Group Content page, click Add Item to Group.
