In Arcgis Online, setting up Enterprise logins with Automatic join, Level 1 license, and Viewer Role prevents the Edit Enterprise Login button from opening.

This is scheduled to be fixed in the ArcGIS Online mid-September 2018 update.

Workaround

Update IDP settings for the level from 1 to 2 using the REST API. https://developers.arcgis.com/rest/users-groups-and-items/update-federation.htm
