In ArcGIS Online, reordering fields in the pop-up in Map Viewer is not honored in ArcGIS Web AppBuilder.

Additional Information
This is because 3.x applications such as ArcGIS Web AppBuilder do not support pop-up elements that help users author more advanced pop-up configurations. Using ArcGIS Experience Builder or other 4.x web applications honor these pop-up configurations. This is not a bug with Map Viewer or the web map specifications but the limitation of the application in reading these properties.Workaround
