The issue is specific to data in the Learn ArcGIS lesson. Sumit the feedbacks for content on learn.arcgis.com through https://learn.arcgis.com/feedback/.Workaround
Manually modify the GeoJSON file to reduce the values on the fields to match or be beneath the resultant service length limit set on those same fields.
