There are two workarounds for this issue:
Publish a saved layer from more than one map note:
- Log in to ArcGIS Online.
- Open a new map.
- Search for any address or place in the Find address or place bar on the top right corner of the page (For example: 3325 Springbank Ln, Charlotte, NC, 28226, USA).
- In the pop-up window, click Add to Map Notes (the Map Notes layer is added to the Content pane).
- Search for another address.
- In the pop-up window, click Add to Map Notes
- In the Content pane, click More Options under the Map Notes layer to expand the menu.
- Select Save Layer. Fill in the fields and click CREATE ITEM.
- Return to the Content pane.
- Click on the Map Note layer saved in Step 6, and select More Options. Click Show Item Details.
- Click Publish. Fill in the fields, and click Publish.
- The Overview tab opens automatically. Notice that the layer has been published as a hosted layer.
- Click Content. The hosted feature layer is now listed.
Add the published hosted feature to the map, and perform data enrichment analysis
- Log in to ArcGIS Online.
- Open a new map.
- Click Add, and select Add Layer from Web.
- Paste the URL for the hosted feature layer.
- Click Add Layer.
- Find the point layer of the hosted feature layer in the Content pane, and click Perform Analysis.
- Click Data Enrichment and select Enrich Layer.
- In Section 2, click SELECT VARIABLES, and select any of the options (for example: Population - check the box next to 2019 Total Population (Esri) on the next page)
- Click APPLY.

- Click Content.
- Find the enriched layer listed in Contents as a hosted feature layer.
