Additional Information

The issue is non-reproducible.

Workaround

Use ArcGIS Online Map Viewer Classic.

  1. Create a feature layer from ArcGIS Online.
  2. Symbolize using color ramps (Notice it looks correct in ArcGIS Online Map Viewer Classic). Refer to the attachment 'Test legend User'.
  3. Select Print > Map with Legend.
  4. A new tab is opened with the correct legend (the color ramp is not reversed in the legend).
