In ArcGIS Online Map Viewer, sketch Layer features always display on top in pop-ups. The layer order in the map is not recognized.

Additional Information
The pop-up order honors the query response order, and not the layer list order. Therefore, this is a known limitation. However, changing the pop-up order behavior is being worked on to account for the layer order. This enhancement is slotted for 2024.Steps to Reproduce
